  • To ensure that comprehensive and detailed assessments of housing, support needs and risks are undertaken, to ensure the prevention of homelessness, where safe to do so.

  • To ensure that investigations are undertaken into housing and personal history to ascertain eligibility, priority need and local connection, on behalf of the local authority.

  • To ensure that relevant background checks are undertaken to assist in the development of a robust risk management plan.

  • To ensure weekly case reviews with Homeless Prevention Workers and Leader Workers are undertaken to monitor cases and provide legislative guidance

  • To ensure monthly audits are completed with Homeless Prevention Workers to achieve contract outcomes

  • To monitor cases to establish the measures of the 5 homelessness tests are being met for all duties accepted

  • To ensure that high quality homelessness and housing options are provided to young people, ensuring that their needs and expectations are managed.

  • To build and maintain effective and professional working relationships with internal and external partners/agencies.

  • To ensure that a holistic multi-agency response is provided to young people’s housing and support needs, where required.

  • To ensure that young people are:

  • Referred on and signposted appropriately to relevant services, e.g. Floating Support or specialist agencies.

  • Engaging with the actions of their PHP

  • Provided with relevant support (56 day duty), leading to the prevention or relief of homelessness

  • To ensure that home visits and accompanying young people to appointments are appropriate and undertaken in line with agreed lone working procedures.

  • To ensure that interventions are planned, implemented, reviewed and evaluated to ensure positive outcomes for young people and their families, in line with prevention and/or relief pathway duties.

  • Ensure fair allocation of cases in line with service criteria and regular assessment/ reviews of individual capacity/ performance.

  • Maintain partnerships with key agencies including voluntary sector, local authorities and Private companies.

  • Contribute to the development and design of the service to meet the identified needs of young people who are homeless or at risk of homelessness.

  • Ensure the best possible outcomes for young people including homeless prevention through support and mediation, access to statutory services and access to accommodation.

Team Management Duties

  • Support teams to provide high quality support services that promote choice and independence, actively engaging young people in making decisions about their life.

  • Development of St Basil’s staff, through effective line management and ensuring compliance with standards, contractual and regulatory requirements, best practice and St Basils’ policies and procedures.

  • Measuring the performance of the Service by setting and achieving targets and producing statistical reports, where required.

  • Maintain agreed standards of joint working for all aspects of the service provided.

  • Ensure data collection requirements of the project are maintained. Following agreed procedures for the review process incl. effective tracking and monitoring of services.

  • Ensure staffing resources meet contractual requirements and that risks and trends are monitored and managed in a timely way with appropriate approvals secured and necessary adjustments made.

  • To attend and actively contribute to key meetings i.e. MARAC, Child Protection Meetings, Allocations meetings, Looked After Child Reviews, MASE/MACE Conference, Multi-agency Meetings, Council led Monthly monitoring meetings, Team Meetings, Case review.

  • To ensure that all records are maintained accurately and professionally, alongside ensuring that all internal and external data and monitoring systems are kept up to date at all times.

  • To ensure that a duty system is operated at the Youth Hub.

  • Contribute to reporting to Commissioners and key stakeholders regarding service performance.

Maintain close reporting contact with the Youth Hub partnership managers, to ensure effective communication and service delivery.

  • Degree/ HNC

  • Relevant Professional – CQSW, Youth & Comm. DMS, Inst. Of Hsg. Care & Housing.

ROLE EXPERIENCE:

Essential:

  • Experience with young people in one or more of the following –

  • Youth Homelessness, Management, Youth Work, Probation, Residential or Community Work, Education or Training

Desirable:

  • Experience of working with young people with complex needs

  • Experience of undertaking statutory decision making, * Ability to use initiative and maintain Confidentiality

  • Ability to accept delegated responsibility

  • Housing Rights, Welfare Reform Knowledge

  • Relevant knowledge relating to homelessness i.e. Homeless Reduction Act 2017

  • Knowledge of Children’s Act, i.e. Section 17, 20 and 47.

  • Knowledge of and commitment to E.O.P/Anti-Discriminatory practice

Desirable:

  • Housing Benefit/Rent System

  • Immigration law/EU Rights

  • Understanding of Statutory duties in Housing and/or Children’s Services
