On behalf of The Home Office, we are looking for an IT Commercial Specialist (Inside IR35) for a 12 Month Contract.

Hybrid – Minimum of 3 days per week in office

Office locations – Croydon, Central London, Manchester or Durham.

Home Office Cyber Security (HOCS) want to rationalise their supplier base with measurable improvements to deliver their strategic goals through a single contract. A procurement activity will be needed for a consolidated contract which is required for 2 years, with 2 plus 1 extension options.

SC Clearance is an essential requirement for this role; as a minimum you must be eligible and willing to undergo these checks.

As an IT Commercial Specialist, your main responsibilities will be to:

  1. Ensure that existing contracts have enough length and headroom to enable service continuity throughout the procurement process into mobilisation and transition.
  2. Bridge the gap with tactical solutions where necessary.
  3. Require commercial specialism to DDaT Home Office Cyber Security (HOCS) portfolio, ensuring compliance against PCR 2015 and the new Procurement Act 2023 as well as adherence to HO and Cabinet Office procurement policy, procedures and guidance as well as observing the need for Ministerial approvals for Managed Service and consultancy contracts dependent on estimated value thresholds.
  4. Support the operational contract manager providing advice and support to aid best practice contract management and ownership.

Essential:

  1. An expert in managing major and complex IT contracts and ensuring the best value for money is obtained.
  2. Full understanding of public sector procurement, and Procurement Regulations.
  3. Full knowledge of CCS Frameworks especially technology and digital Frameworks and methods of accessing those Frameworks.
  4. Experience in managing high value, technical IT procurements.
  5. The ability to work in multi-disciplinary teams, bring together people and views to inform decision making, and be willing to support work that isn’t part of your core role.
  6. Strong stakeholder engagement skills and the ability to communicate technical concepts to non-technical people.

Desirable:

  1. MCIPS qualified
