Panoramic Associates is supporting our public sector client to recruit a Procurement Officer on a permanent basis, on an initial Fixed term contract. This is an excellent opportunity for a procurement professional looking to advance their career within a supportive organisation known for developing internal talent, many senior staff have progressed from within.

Key Responsibilities:
- Support Category Managers in delivering procurement projects, conducting options appraisals, and managing tender and contractual arrangements in line with regulations and deadlines.
- Coordinate contract and supplier management, maintain accurate records, and support market engagement to drive best value.
- Ensure all procurement activities comply with Contract Procedure Rules, public procurement legislation, and ethical standards, while promoting continuous improvement and collaborative practices.
- Liaise with internal and external stakeholders, supervise Procurement Assistants, and contribute strategic procurement objectives.
Essential Criteria:
- CIPS qualified, working towards, or evidence of relevant CPD.
- Proven experience in public sector procurement, ideally within a politically influenced environment.
- Strong understanding of public sector procurement regulations, including completed training on the Procurement Act 2023.
- Experience managing end-to-end procurement processes.
- Skilled in spend analysis to support procurement decisions and report on savings, local spend, compliance, and social value.
- Confident using e-procurement tools and platforms.
- Familiar with category strategies and their implementation.
- Strong commercial and market awareness.
Desirable Criteria:
- Supervisory experience.
- Strong planning and organisational skills.
