RINA, formerly known as Patrick Engineering, has a solid reputation for managing large complex transportation infrastructure projects. To continue the growth of our Northeast Infrastructure + Mobility team, we’re seeking a Senior Transportation Project Manager to play a key role in meeting our clients’ objectives and solving their engineering challenges.

Salary is commensurate with skill set and experience:
P.E. certified and 6-10 years’ experience with MassDOT projects: $110,000 – $150,000.
P.E. certified and more than 10 years of MassDOT project experience: $150,000 – $190,000.
Consideration will be made for candidates who are not P.E. certified, provided they obtain this certification within 12 months of hire.
Primary Responsibilities
- Define project scope, goals and deliverables that support business goals in collaboration with stakeholders; develop internal project plans per company guidelines.
- Manage project organization activities including but not limited to work breakdown structure, responsibility matrix, and document control.
- Develop and manage detailed project schedule; address scheduling problems as they arise.
- Create and execute end-to-end project plans and revise as appropriate to meet changing needs and requirements.
- Project cost management
- Prepare and monitor project budget based on scope of work and resource requirements.
- Oversee project costs (labor, etc.) to generate positive gross margin (profit)
- Manage cash flow.
- Implement measures for effective cost control of project activities.
- Ensure client billing is accurate by tracking, reporting, evaluating, and controlling projects.
- Earned value management (EVM)
- Project technical management
- Write and prepare professional and well written proposals, reports, and technical project documents.
- Provide technical guidance and/or assign technical leadership for the project.
- Responsible for interdisciplinary coordination
- Ensure QA/QC oversight and compliance.
- Accountable for technical accuracy of deliverables
- Project resource management and leadership
- Establish and manage (directly and indirectly) teams to meet the resource needs required of the project and ensure the efficient, cost-effective utilization of staff.
- Coach and mentor project support staff on project management skills and activities
- Coordinate project activities between team members, while maximizing their productivity to achieve project goals.
- Project communication
- Serve as primary interface with both the client and Patrick teams.
- Proactively manage communication with the client and communicate project details across all levels of the organization in a clear and concise manner.
- Ensure involvement of the appropriate teams during each project phase
- Identify, assess, and minimize risks throughout the project life cycle.
- Ensure company safety, quality, and technical policies and procedures are practiced during the execution of each project.
- Oversee project closeout processes. Measure project performance to identify areas for improvement and capture lessons learned; apply lessons to future projects, as well as suggest and develop plans for best practice enhancements and improvements.
- Coordinate within the Business Unit to manage resources, set goals, give and receive feedback and manage performance evaluations related to the project(s).
- Other duties as assigned.
Professional Requirements
- Bachelor’s degree in Civil, Structural, or Transportation Engineering from an ABET accredited college or university. Master’s degree a plus.
- Professional Engineering (PE) including registration as a licensed PE in the Commonwealth of Massachusetts or have the requisite education and experience to obtain registration as a licensed PE in the Commonwealth of Massachusetts within 12 months.
- 10+ years of experience managing a team of people on projects of moderate to large size/complexity with a solid track record of successfully leading projects from initiation to completion on time, on budget, and within scope, including resource management across disciplines.
- 5+ years of experience managing design engineering for MassDOT transportation projects (e.g., highway, bridge, rail or transit)
- Familiarity with project management software tools, methodologies, and best practices
- Strong oral and written communication skills needed to communicate with all levels of the organization and external contacts.
- Proficiency with Microsoft Office applications as well as experience utilizing the following software preferred:
- Customer relationship management (CRM)
- Enterprise resource planning (ERP) software
- Project scheduling software (e.g., MS Project, Primavera)
- Construction management software (e.g., e-Builder and/or Procore)
Additional Preferences
- Valid driver’s license
- 20% travel to job/client sites may be required based upon business need; overnight travel may be required on occasion based upon business need.
