Role Overview: BID Manager – Colne BID

Reporting to, and working closely with, the BID Board of Directors, you will lead the implementation of the BID’s vision, fostering dynamic partnerships and ensuring exceptional governance and delivery of projects.

Key Responsibilities

  • Strategic Leadership:
    • Lead the development, execution, and continuous evolution of the Colne BID Business Plan, ensuring alignment with the BID’s aims and objectives.
    • Identify and capitalise on new opportunities, partnerships, and strategies to enhance the BID’s impact.
    • Continuously review and refine the five-year Colne BID Business Plan, presenting updated strategies, budgets, and initiatives for Board approval.
    • Be able to manage diverse events, necessitating occasional weekend working.
  • Stakeholder Engagement and Communication:
    • Serve as the primary point of contact for all BID-related enquiries, confidently representing Colne BID to stakeholders, businesses, and the public.
    • Cultivate and maintain strong relationships with external partners, agencies, local authorities, and other stakeholders to secure active commitment to BID objectives.
    • Act as a trusted expert on all BID-related matters, providing clear, strategic advice to stakeholders.
    • Monitoring and managing social media, content creation and reporting statistics to the BID Board.
  • Creative Project Development and Delivery:
  • From discussion at BID Board meetings, finesse and deliver high-impact projects that support the BID’s objectives and meet stakeholder needs.
  • Lead and motivate contractors, suppliers, and partners, inspiring creativity and commitment to deliver outstanding results.
  • Develop systems for effective project monitoring and evaluation, delivering regular progress reports to the Board.
  • Governance and Administration:
    • Ensure effective, transparent governance and administration of the BID, supporting the Board in maintaining high standards of accountability.
    • Organise and service BID Board, preparing for and administering the monthly meetings and the larger, more formal, Annual General Meeting, as well as administering any subgroups, ensuring clear communication and efficient decision-making.
  • Financial Management and Sustainability:
    • Oversee the management of BID budgets, ensuring efficient allocation of resources and best value for money.
    • Creating projections of expenditure, allied to projects, prior to each meeting, arming the BID Directors with the financial confidence to make spending decisions.
    • Manage bad debts through early engagement with late payers and by working with PBC accounts department to efficiently manage the few debtors who refuse to pay their Levy.
    • Investigate and secure additional funding opportunities to enhance the financial viability and scope of the BID.
    • Manage contracts and agreements with suppliers, ensuring quality service delivery.
  • Organisation and Co-ordination:
    • Implement robust systems and processes to ensure the smooth operation of all BID activities.
    • Co-ordinate efforts across multiple stakeholders, balancing priorities and delivering on time with precision and clarity.
  • The Ideal Candidate

    A positive, dynamic person, you possess exceptional organisational skills combined with great verbal and written communication skills. You thrive in dynamic environments and have a proven track record of forging partnerships with many different stakeholders so that tangible results are delivered. Your ability to juggle competing demands from different projects and prioritise them with hands-on project management, will ensure Colne BID makes Colne a consistently improving environment for business of all kinds. A full UK driving licence is required, with access to a vehicle for work purposes. Good levels of ability with Excel spreadsheets, Word and social media platforms are expected. The successful candidate will be prepared to submit themselves to DBS accreditation. First aid training would be a bonus.

    Job Details

    o 25 hours per week

    o Working days will be Monday to Friday with an average of five hours per day between the hours of 9 a.m. and 5 p.m., but some flexibility will be required to attend external events and evening meetings. Some weekend working will be required to cover BID organised events.

    o Holidays will be 12.5 per year plus five bank holidays.

    o Salary is up to £21,250 (so £34,000 full time equivalent), depending on experience.

    o Three months’ probationary period, with one week’s notice either side. Notice period rises to one month after probation.
