About the Role
We’re looking for an experienced Housing Needs Operational Manager to lead our Housing Assessment Teams & Systems. This is a pivotal role in managing homelessness demand, reducing rough sleeping, and ensuring the delivery of a professional housing assessment and investigative service in line with legislation. You will be responsible for managing teams, budgets, and services that directly impact some of the most vulnerable residents in our community.
What You’ll Be Doing
Managing frontline housing services including homelessness prevention, assessments, investigations, and relief services.
Leading the development and delivery of strategies to reduce homelessness and rough sleeping.
Overseeing the procurement and compliance of emergency, temporary, and settled accommodation.
Ensuring the Council meets its statutory obligations under housing and homelessness legislation.
Managing up to 6 direct and 27 indirect staff, motivating teams to deliver excellent services.
Monitoring and managing service budgets, including securing and managing external grants.
Developing and implementing improvements to housing systems (HPA2 & CBL).What We’re Looking For
Proven leadership experience in housing needs, homelessness, or housing services.
In-depth knowledge of housing legislation including the Housing Act 1996 Part 7, Homelessness Reduction Act 2017, Care Act 2014, and Children’s Act 1989.
Strong background in service improvement, staff management, and change management.
Experience in budget management, performance monitoring, and external grant funding.
Excellent communication, negotiation, and presentation skills, with the ability to handle complex and sensitive cases.
Degree-level education or equivalent experience in housing, social policy, or related field.
