Advert East Renfrewshire Council is looking to appoint a Procurement Category Manager who will have responsibility for the procurement of goods, works and services with a focus on the delivery of contracts for the Health & Social Care Partnership but able to support all other category areas as directed by the Procurement Manager. You will be a highly motivated team player and will be based within the Chief Executives Department with the aim of driving best value through the development of innovative contracts and the identification of efficiency and/or saving opportunities. You will be responsible for: Management of the procurement process from strategy development, tender preparation through to contract award. Ensuring compliance with Council procurement processes and the legislative procedures applicable to the public sector. Identification of new contract and collaborative opportunities. Supporting services with contract and supplier management. A strategic approach to help not only deliver savings but to assist with the successful delivery of the Procurement Business Plan and Procurement Strategy. The successful candidate must be able to demonstrate experience in developing robust commodity strategies reflecting market conditions and client department objectives through to the conclusion of a contract(s). In-depth knowledge of the Public Contracts (Scotland) Regulations is essential as is experience with high value complex procurement activity. As the Procurement Category Manager you will be responsible for working closely with colleagues from across the service to develop future contract plans aligned to the department service plan. You will have excellent communication and influencing skills and have the ability to manage multiple tasks whilst working to challenging timescales. Depending upon the needs of the service, staff in Hybrid roles will typically work from home for up to 40-60% of the time where the needs of the service can still be met.
