Job Description
Service Care Solutions are currently recruiting on behalf of a Local Authority in London for a Head of Treasury to join the team on a temporary basis. The postholder will be the lead officer for the preparation, maintenance and delivery of the Council’s Treasury strategy and policy and will oversee a team of 9 to deliver an effective service to the Council.
Main Responsibilities
- Continually reassess the Council’s treasury position in light of current developments both within the Council’s capital programme, and within financial markets generally in order for the Council to optimise its position in relation to long term financing options.
- Manage the Council’s cash flows, short term investments, short term borrowing and long term borrowing, ensuring compliance with the Council’s approved Treasury Management Strategy Statement.
- Assess financing opportunities for the Council, and to advise the Director of Finance around the most opportune duration and timing of long term borrowing, e.g. from PWLB sources.
- Publish various treasury reports to inform members of treasury activity, and to lead on the creation of the annual Treasury Management Strategy Statement.
- Oversee and provide leadership to the Council’s banking team and functions.
Candidate Criteria
- CCAB/CIMA Qualified Accountant with extensive PQE
- Experience of working at senior level within a Treasury capacity
- Experience of Local Authority finance is essential
- Strategical thinker with the ability to lead a team to deliver an effective service
- Great communication skills with the ability to work well on own initiative as well as part of a team
