Role Overview
The Commercial Lead (or Senior Commercial Lead, depending on experience) will play a strategic role in shaping procurement and commercial delivery across a portfolio of complex, high-value civil engineering and infrastructure projects.
Reporting to the Commercial Deputy Director, the postholder will lead a small team and work closely with senior stakeholders across Finance, PMO, Legal, and Technical functions. The role will ensure all commercial activity is compliant, efficient, and aligned with organisational goals, while also developing best practice policies and processes.
Key Responsibilities
- Lead the creation and delivery of procurement and commercial strategies for civil engineering and infrastructure projects.
- Oversee procurement activities in compliance with the Public Contracts Regulations (PCR) and Procurement Act 2023.
- Ensure all commercial activity adheres to policies, strategic priorities, and security requirements.
- Provide strategic commercial advice to internal and external stakeholders.
- Coach and mentor team members, supporting their professional development.
- Manage external contractors and consultants to ensure value for money.
- Produce commercial reports, including risk and opportunity analyses.
- Approve procurement strategies, payment mechanisms, market engagement approaches, and evaluation methodologies.
- Develop and refine commercial policies, procedures, and templates.
- Ensure strong governance and assurance across the commercial lifecycle.
- Lead tender processes from ITT preparation to contract award and supplier mobilisation.
Person Specification
- In-depth knowledge and experience with NEC contracts, including drafting and negotiation.
- Proven track record in delivering procurement and commercial strategies within civil engineering or infrastructure environments.
- Experience managing high-value, complex projects in the public or private sector.
- Strong understanding of government processes (CAB, CO, HMT) and public sector procurement regulations.
- Leadership experience, including managing multi-disciplinary teams in high-pressure environments.
- Familiarity with business case development (HMT Green Book) and cost/pricing strategies.
- Excellent organisational skills and the ability to deliver at pace.
- Experience with Alliancing models.
