The role: Our Client is seeking an experienced and resilient Procurement professional with over 7 years of commercial experience within the UK public sector, specialising in complex, high-value sourcing projects across professional services and digital categories. Strong commercial acumen and a comprehensive understanding of public sector procurement regulations, including hands-on use of Frameworks and open market procurement under PCR 2015 and the Procurement Act 2023.

Candidates must have a proven track record in leading end-to-end procurement activities, including drafting and delivering bespoke Invitations to Tender (ITTs), complex negotiations, and managing contracts with non-standard terms. Adept at risk analysis and mitigation and experienced in developing strategic sourcing solutions for large-scale programmes exceeding £50m-£80m in value.

Excellent communication, influencing and stakeholder management skills, with a history of building positive, trust-based relationships across technical and non-technical teams, senior leadership, and third-party suppliers. Flexible and adaptable in high-pressure, ambiguous environments with frequent changing priorities.

Whatthe client is looking for:

  • Over 5 years\’ procurement experience in government/public sector. Successfully delivered sourcing through Frameworks (e.g., G-Cloud, RM6147, DOS) and open market tenders. Completed Transforming Public Procurement (TPP) e-learning and familiar with Procurement Act 2023. Led sourcing projects up to £80m; experience includes digital transformation programmes and professional services contracts. Strong written and verbal communicator, able to adapt style to suit executive boards, suppliers, or cross-functional delivery teams. Skilled in MS Word, Excel, and familiar with S2C tools such as Jaggaer or Atamis. CIPS Level 4 Diploma in Procurement and Supply (or equivalent 5+ years’ experience). Ongoing CPD in line with public procurement reforms and best practices. Strong commercial acumen and communication skills Effective stakeholder management experience in building positive relationships across diverse stakeholder groups; able to understand and manage multiple perspectives, build consensus and influence stakeholders. Comprehensive understanding of public sector procurement regulations. Has completed the New Transforming Public Procurement (TPP) e- training or is willing to undertake it. Hands on experience of managing procurements through Client Frameworks and the open market under procurement regulations. Proficient experience of leading end-to-end sourcing in a large-scale complex or high-risk programme. Ability to analyse risks and develop mitigation strategies. Experience of leading the development and delivery of complex Invitations to Tender, negotiations and contract that may require non-standard/bespoke conditions. Proficient MS Word and Excel skills.
